I believe you should be able to engage in any risky behavior so long as the only person that behavior can negatively impact is you. If the behavior can negatively impact someone else, then that person (or persons) has a legitimate interest in whether you engage in that behavior. We don't have laws that require people to get a license to drive to protect them. We have those laws to protect the people they may injure or kill through their lack of basic driving skills or poor eyesight.
